Random Daily Weather (MOSAIC Strict compatible)

Random Daily Weather is a basic system to randomly generate generic daily weather for three common climate zones, during four common seasons, using six common conditions.

If "Note 1" in the text is disregarded, this system seems to fall within the requirements for compatability with MOSAIC Strict. If it does not, someone point that out to me and I will edit this post.
